Is this outline good enough for climate change?

Looks good to me except for one thing. What about Climate-gate which is that scientists made up their data to alarm people about climate, so that the governments around the world spent billions of tax dollars for no effect but to drive up electric and gas prices around the world. The only people who made money on this are the George Soros's of the world. Soros owns stock in Petrobras which is an oil and gas driller.
