Can an hoa charge for copy of ccr's?

Is that possible? The damn hoa won't give us a copy of our ccrs for our community they say for us to pay for it. Is this right? They have been so mean since we got here. We already had to threaten legal suit against them because they said we owed them an extra $1000. We proved them wrong and they finally took back the $1000 charge and now they wont let us have a copy of ccrs. Fyi we never even got one to begin with.
