Is a school allowed to withhold report cards?

I went to pick up my report card today, presented my student ID, and the lady behind the desk said that I owed a science textbook to the school. I was refused my report card and told that I wasn't allowed access to it until I either return the book or pay the textbook's face value. Is a school allowed to to this? (This is the Toronto District School Board by the way)
